Net Zero Carbon UK 2050 Advisory Report
About:

Net Zero Carbon UK 2050

Publication date: May 2019
Pages: 277

Title:

  • Net Zero the UK’s Contribution to stopping Global Warming

CCC Advisory Report:

Authors:

  • UK Committee on Climate Change (CCC)

Reinforcing:

  • Commitment to net-zero carbon by 2050

Supporting:

  • June 2019 when UK set legally binding target of net-zero carbon emissions by 2050.

Proposed Actions:

  • Deployment of known technologies,
  • Changes in people’s lives

Economic Challenge:

  • All to be carried out within the expected economic cost ‘a relatively low price tag’.
  • A cost that Parliament accepted for legislated the existing target
  • 2050 target for an 80% reduction from 1990 baseline

Key strategies:

  • Use of new electric vehicles (EV), cars especially
    • (vast stock of existing cars need to be replaced or less likely reconfigured)
  • Decarbonisation of heating systems for domestic and non-domestic buildings
    • (gas is already proposed to be no longer available for heating)
  • Carbon capture and storage (CCS)
  • Afforestation

Individual’s actions suggested:

  • Move towards vegetarianism
  • Reducing heating to 19ºC (66ºF) maximum
    • (Compensating by wearing more clothing)
    • (Building to Passivhaus standards)
    • (Refurbishing to EnerPHit standards and to PAS 2035/2030: 2019)

CCC Technical Report:

Publication date: 2nd May 2019

Pages: 304

Reinforcing:

Supporting:

  • June 2019 when UK set legally binding target of net-zero carbon emissions by 2050.

Buildings:

  • Contribute >25% of the UK’s carbon emissions,
  • Residential heating is a high proportion of that

Recommendations:

  • 1 largest and easiest improvements first:
    • residential and non-residential buildings
    • energy efficiency
      • (reduce demand and improve efficiency in heating)
      • low-carbon heat sources
      • (reduce reliance on high carbon energy sources, challenging in rural areas)
      • (use low carbon and high CoP technology)
      • (remove gas as and option for heating and hot water)
      • (reduce carbon % in mains supply)
  • 2 harder-to-achieve strategies:
    • Switch to hydrogen fuel for heating
  • 3 “Speculative” and Costly strategies:
    • Decarbonising final 10% of housing stock.

Next Steps:

  • Policy path for reaching 2050 goal
  • UK strategy for decarbonised heat must be developed in 2020
  • Retrofitting of 29 million existing homes
    • Treat as a national infrastructure priority
