The Government is committed to introducing starter homes for first-time buyers under the age of 40 at a 20% discount on the normal market price. Enabling legislation is contained in The Housing & Planning Act that became law on 12 May although much of the detail of the policy will come in later regulations. A consultation on those regulations closed last month.
