Definitions:
GBE PASS
It is not LCA or EPD but includes them, it assesses the manufacturer and the products initially on credibility as a product to see that it is fit for purpose before considering its environmental credentials.
There are over 400 citeria for judging all products and systems, not all of which apply to all components.
This is also in an attempt to provide an alternative to BRE Environmental Profile (EPD equivalent) or a BRE GreenGuide rating.
With D&B specification substitution is often based on choosing between low cost and BRE Green Guide to Specification ratings, whilst all other criteria seem to evapourate from the decision.

Similar to an evidence rating system used globally within the health sector as a way of assessing drugs and medical procedures – includes NICE in the UK.
The key feature of such systems is their integration of formal data comparison with learned opinion.
Hence where relevant data is absent much of the evaluation upon which GBE PASS+ is founded, is performed by individuals informed by a familiarity with construction and knowledge of materials.
